Illinois Cannabis Law

What’s changing in Illinois cannabis law this fall? The Sunday, Nov. 1, 2026 implementation deadline for IDOA’s updated CRTA label rules has passed. Illinois begins enforcing its hemp THC limit on Thursday, Nov. 12, 2026 — before the related federal Dec. 11 date. This page collects the rules, deadlines and primary documents.

Updated November 2, 2026.

Compliance calendar

  • Nov. 1, 2026 — Label changes due (deadline passed). Labels must show total THC calculated as THC + (THCa × 0.877), and products containing hemp must disclose it. Our guide · IDOA bulletin.
  • Nov. 12, 2026 — Hemp THC limit enforced. Consumable or topical products with more than 0.4 mg of total THC (including THCa) per container no longer meet Illinois’ definition of hemp. Only IDOA-licensed cultivators may grow cannabis and only IDFPR-licensed dispensaries may sell products above the threshold. Our guide · IDOR Bulletin FY 2027-04. No change as of Nov. 2: IDOR still plans enforcement Nov. 12 regardless of the federal Dec. 11 date. The bulletin does not create a general route for dispensaries to take in former hemp-store inventory. Other changes already in effect

The spring IDOA update also raised the plant-tag height threshold from 6 to 16 inches and changed security-footage retention to a minimum of 90 days. Those changes were effective immediately; the Nov. 1 implementation deadline applies to the label changes.

The spring IDOA update reduced product registration from $100 to $25, halved listed modification fees and removed the $1,000 principal-officer addition/removal fee. The separate $100 agent-badge application fee remains.
